No, but that’s entirely the point.

Not only does Starkers remove all styling, but it also intentionally resets browser defaults using reset.css, which results in you having a ‘proper’ starting point. In addition, it adds in a few sensible defaults, like keeping headings bold so that they’re easy to spot. And to make the theme a suitable starting point for all projects, Starkers does actually include support for some of the (non-semantic) CSS classes that are inserted by WordPress, such as alignleft and alignright.
